Construction Underway on Monte Vista Wastewater Treatment Facility

Monte Vista's largest infrastructure projects has finally moved from the drawing board to the construction site

For years, Monte Vista's new wastewater treatment facility has mostly existed in engineering reports, funding applications and City Council discussions.

Now the dirt is moving.

Construction is underway on the city's new wastewater treatment facility, marking a major milestone in a project designed to bring Monte Vista's wastewater system into compliance with increasingly stringent discharge requirements and serve the community well into the future.

From Planning to Construction

At the Sept. 3 Monte Vista City Council meeting, Public Works Director Rob Vance reported that crews were already working at the site.

Groundwork and dewatering were underway, dirt was being moved, excavations had begun and preliminary form work was being prepared for concrete. Vance said contractors hoped to complete much of the concrete work before Christmas.

For residents who have heard about the wastewater project for years, those first visible signs of construction represent an important change.

This is no longer simply a proposed project. It is being built.

Why a New Treatment Plant Is Needed

Monte Vista's existing wastewater treatment facilities have reached a point where improvements are necessary to comply with current discharge requirements.

The city's engineering studies found that although the existing Henderson Wastewater Treatment Plant was generally in adequate physical condition, improvements were necessary because of discharge-compliance issues.

The challenge isn't necessarily that Monte Vista suddenly began putting new substances into its wastewater. Regulations governing what can be discharged into waterways have become more stringent, including limits intended to protect aquatic life.

City officials have also emphasized that the wastewater issue is separate from Monte Vista's drinking-water quality.

A Major Investment for a Small Community

Building a modern wastewater treatment facility is expensive—particularly when the cost has to be spread across a relatively small number of customers.

When the project went out to bid in March, the apparent low bid came in at approximately $41.4 million.

Monte Vista originally applied to USDA Rural Development for project funding in January 2021, with initial funding awarded in 2023. Engineering, design and permitting followed.

After construction bids came in higher than anticipated, the city returned to USDA for additional assistance. Supplemental funding included a $5 million grant and an additional $12 million loan, according to information presented at an August public meeting.

It's a substantial investment for a community the size of Monte Vista, and the financial impact on utility customers remains an important part of the discussion.

More Than a New Building

What residents eventually see above ground will represent only part of the project.

Plans call for a centralized wastewater treatment plant incorporating new headworks and grit removal, secondary treatment and concrete basins, aeration equipment and other modern treatment processes.

It's the kind of infrastructure most of us rarely think about.

Turn on a faucet, wash a load of clothes or flush a toilet, and the wastewater simply disappears down the drain.

Behind that everyday convenience is an entire system that has to collect, treat and safely discharge that water while meeting state and federal standards.

Watching It Take Shape

Over the coming months, the construction site should look considerably different.

What is now excavation, earthmoving and preliminary concrete work will gradually become buildings, basins, pipes and treatment systems.

And although a wastewater treatment plant may never attract the attention of a new restaurant, hotel or downtown business, its importance to Monte Vista is difficult to overstate.

Reliable water and sewer infrastructure supports homes, businesses and future development throughout the community.

After years of planning, engineering, permitting and searching for funding, Monte Vista has reached an important point.

The new wastewater treatment facility is no longer something that's coming someday.

Construction has begun.
